When you need a media licence for games in the UAE

Your games are sold to UAE players
Once the UAE is on a title's territory list, two things follow: a media licence for the company and a separate permit for that title.
You publish games someone else made
No permit is issued without an IP certificate for the specific game. Rights of your own are not the only way in.
A boxed edition or code cards are planned
Physical copies need a circulation permit of their own. Boxed copies and code-to-content cards both need the age category the regulator assigns.
A new title is about to ship
Each game is a separate application, accepted only once the company holds a valid media licence.
The licence year is running out
The licence is issued for one year. Renewal is filed thirty days before it ends, and the activity may not continue after expiry.
What you get
- A media licence for the company
- An IP certificate for each title
- A circulation permit for each title
- An age category where packaging needs one
- The licence renewal date in your calendar
What is required for a media licence in the UAE

Video games are a licensed media activity under Federal Decree-Law No. 55 of 2023, in force since 1 December 2023. Since 1 January 2026 the regulator is the National Media Authority (NMA), which took over from the UAE Media Council.
UAE permissions in general are on government permits and licences. What the stores themselves demand is a separate check, the store compliance audit. Our other services in the country are on the UAE page.
Two documents, in a fixed order
For the company
A Media Licence of a Commercial Nature. The NMA describes the activity it covers as «distributing and importing electronic video games within the country».
For each game
A Digital Electronic Video Games Circulation Permit, one per title, filed with the IP certificate and a copy of the game or a link to it. It is accepted only after the company licence exists.
Which row your distribution falls in
| Distribution | Licence for the company | Title permit | IP certificate | NMA age rating |
|---|---|---|---|---|
| UAE switched off in every store | — | — | — | — |
| UAE on the territory list | ✓ | ✓ | ✓ | — |
| Boxed copies or code-to-content cards | ✓ | ✓ | ✓ | ✓ |
Read the first row as an exception, not the normal state. Someone has to exclude the UAE deliberately in each store, then check it again with every update and every platform added later.
Stores publish a title to all their regional storefronts unless told otherwise. Leave the UAE switched on in a single store, and the company is in the second row.
The IP certificate
No permit is issued without a Ministry of Economy and Tourism certificate covering that specific game. Three kinds of applicant can obtain one: the author, whoever holds the rights, or an agent with notarised papers.
A publisher without rights of its own can still get one onto the file:
- the studio takes the certificate in its own name and hands it over for the application;
- the publisher acts for the studio on a notarised power of attorney;
- the publisher applies for itself, if the publishing agreement has transferred enough of the exclusive rights.
Nothing requires the holder to be an Emirati entity; a rights holder registered abroad is accepted. It is not a trademark filing, which belongs to IP registration. Who holds which rights is settled in the publishing agreement.
When the NMA's own age rating is needed
It comes up with boxed copies and code-to-content cards only, since the category has to appear on the box. The UAE does not take part in IARC, so whatever rating the store shows does not count here. A purely digital release needs no rating of its own.
Other rating systems are covered by age rating evaluation.
What the NMA charges
| Service | Fee | Published time |
|---|---|---|
| Digital circulation permit, per title | AED 500 | 5 working days |
| Circulation permit, physical version | AED 1,000 | 5 working days |
| Age rating permit | AED 500 | 5 working days |
| Media licence of a commercial nature | depends on the service | 20 minutes if no committee review |
What a breach costs
Fines are set by Cabinet Decision No. 42 of 2025, in force since 29 May 2025. A media activity without a licence costs AED 10,000 the first time, with thirty days from notice to put it right.
The second time it is AED 40,000. If the breach is still not fixed, the establishment is closed administratively until it is.
Not renewing the licence within thirty days of expiry costs AED 150 a day, up to AED 3,000. With no renewal application within ninety days of expiry, the licence is cancelled.
Beyond fines, the decree-law provides for a warning, closure for up to six months, permanent closure of an unlicensed establishment and cancellation of licences and permits.

Stages of work
Where your games are actually available
We will collect, from your store consoles, where each title is on sale and who owns its rights.
Whose name goes on each document
We will settle which entity takes each IP certificate and which one the permits go to, following the chain of rights in your contracts.
The company's media licence
We will assemble the licence file the NMA asks for: passport, digital identity and photo, an introduction document, the memorandum of association, the trade licence and the lease, and file it.
The certificates and the title permits
Once the licence is issued, we will obtain the IP certificate for each game by one of the three routes and file a permit for every title with its build or content link.
Updates, new platforms and renewal
We will tell you which updates and new platforms need the territories checked again, and file the renewal thirty days before the licence term ends.

FAQ
If the UAE is among the territories where a title is offered, yes. The company needs a Media Licence of a Commercial Nature from the National Media Authority, and each title needs its own circulation permit, filed only once the licence exists. If the UAE is excluded in every store, neither is needed. That exclusion has to be set up in each store and re-checked with every update and new platform.
The NMA publishes AED 500 for the digital circulation permit, per title, with a service time of five working days. A permit for the physical version costs AED 1,000, and the age rating permit AED 500, both with the same five working days. For the media licence the published fee depends on the service. The AED 500 is paid for every title.
Under Cabinet Decision No. 42 of 2025, the first time costs AED 10,000, with thirty days from notice to put it right. The second time costs AED 40,000, and an establishment that still has not fixed the breach is closed administratively until it does. Beyond fines, the decree-law allows closure for up to six months, permanent closure of an unlicensed establishment and cancellation of licences and permits.
Yes. The author, the rights owner or a notarised agent can take the certificate, which leaves a publisher three options. The studio obtains it and passes it on for the permit file. The publisher acts for the studio on a notarised power of attorney. Or the publisher applies itself, where the publishing agreement transferred enough of the exclusive rights. A holder registered outside the UAE is accepted. Which route fits depends on the publishing agreement.
A digital-only release needs no rating of its own. With boxed copies and code-to-content cards the NMA category has to appear on the box, and since the UAE is outside IARC, the store's rating does not count. The NMA's age rating permit costs AED 500, with a published service time of five working days. A boxed edition also needs its own circulation permit, at AED 1,000.
