When you need a Brazilian age rating

You are pressing discs or cartridges
A game on physical media is classified before it goes on sale, and the band goes on the front of the box and on the back. The ministry decides it; you do not choose it.
Your game is aimed at children
Since the digital children’s statute, paid random rewards are barred outright in games aimed at children and teenagers. Which games those are is your band’s decision.
Players talk to each other in your game
Chat, voice and content sharing now feed the band directly, and a game likely to reach minors limits them by default until a parent allows more.
You advertise to a young audience
Profiling minors for advertising is prohibited, as is using emotional analysis or immersive formats to do it. The band says whether an audience counts as young.
Your store listing must state the band
Terms of use for a product likely to reach minors must state the assigned band in Portuguese, in a form a reader can find.

What a Brazilian age rating requires

Brazil is the opposite case to a voluntary industry mark. Classification is a state function, run by the Ministry of Justice and Public Security, and the band a game carries now decides what the product may contain. That second half is new, and most releases have not caught up with it.
The seven bands
Free for all audiences, then not recommended under six, ten, twelve, fourteen, sixteen and eighteen. The under-six band is the recent addition, and the scale is published with what each tolerates: mild sadness and fantasy violence low down, then insults, weapons and bloodless fighting, then injuries and drinking, then death and nudity, then strong and frequent violence, and at the top cruelty and explicit sex.
Two routes, and the one you take depends on the disc
Physical media
Discs, cartridges and anything boxed are classified in advance through the ministry’s system. The decision takes thirty calendar days and appears in the official gazette. There is no classification fee.
Digital-only release
A download-only game may be self-classified, provided it follows the Brazilian criteria and shows the symbols and descriptors correctly. The ministry offers the international questionnaire as the practical way to do that.
What the band now decides
Since the digital statute for children and its implementing decree, the classification of games and apps in digital stores reports not only content but risk: user-to-user features in text, audio or video; paid random rewards, prohibited outright in games aimed at children and teenagers or likely to be reached by them; mechanics pushing problematic use through compulsive engagement; microtransactions; manipulative practices exploiting cognitive biases; and impacts on the health and safety of minors. This is why the band stopped being a label: it now says which prohibitions apply to your build.
What non-compliance costs
The statute sets a ladder: a warning with up to thirty days to fix, then a fine of up to ten per cent of the group’s Brazilian turnover for the last financial year, or, absent turnover, ten to a thousand reais per registered user, capped at fifty million per infringement, then suspension and prohibition of the activity. A foreign company’s Brazilian branch answers for the fine alongside it.
Whether a mechanic survives that prohibition, and what it would take to keep it, is decided in a loot box review. Ratings in the rest of the world come out of a single age rating evaluation. The remainder of a launch is handled in publishing and gamedev.

Deciding which route applies — 1–2 working days
Physical media go to the ministry in advance; a download-only release can be self-classified. A title shipping both ways needs both answers, and the disc sets the calendar.
Reading the build for content and for risk
Two passes now, because the criteria are in two halves. First what the game shows. Then what it lets happen: who talks to whom, what is sold, what is random, what keeps a player returning.
Checking the prohibitions against the band
Paid random rewards are barred where the band puts the game in front of children and teenagers, so the band and the monetisation have to be decided together. We name the changes that would move either one.
Filling the technical form
The self-classification form is completed in the ministry’s system, with supporting material and a link to a playable copy. A foreign applicant does not need a Brazilian citizen login for this, and we set the account up.
Filing and waiting out the thirty days
For physical media the decision runs thirty calendar days and appears in the official gazette. Sending a disc by international post is best avoided; the ministry says so itself, because packages stop at customs.
Putting the band where it has to be
Front and back of the box, the store listing, and the terms of use in Portuguese. We check each place, because the band that is not shown correctly is treated as a band you do not have.

You have to hold a classification, but you can produce it yourself. A game distributed only digitally may be self-classified, on the condition that it follows the Brazilian criteria and displays the symbols and descriptors correctly. The ministry points to the international questionnaire as the practical route, which returns several official ratings at once. Physical media are the opposite case: there the ministry classifies in advance and nothing goes on sale before it does.
It depends on the band, and that is the point of the rule. Paid random rewards are prohibited in games aimed at children and teenagers or likely to be reached by them, and the classification is what determines which games those are. So the monetisation and the band stop being separate decisions. A build that keeps the mechanic has to sit in a band that puts it out of children’s reach, and the store listing and terms have to carry that band.
Not to file. The ministry’s system takes Brazilian applicants through the national citizen login and foreign applicants through an ordinary username and password, and it says so in its own English text. An entity matters later and for a different reason: where a fine is imposed, a foreign company’s Brazilian branch, subsidiary or office answers for it alongside the parent, so the structure changes who is exposed rather than who may apply.
Because the criteria grew a second half. Alongside content, the classification of games and apps in digital stores now has to report interaction risk: communication between users, paid random rewards, mechanics that push compulsive engagement, microtransactions, manipulative practices exploiting cognitive biases, and effects on the health and safety of minors. Titles that were unremarkable on content alone moved up once engagement and purchase mechanics counted, and a live game can be looked at again.
On physical media, on the front of the packaging and on the back. In a digital store, in a clear and standardised form set by the ministry, so a parent can find it without hunting. And in the terms of use of any product aimed at minors or likely to be reached by them, stated in Portuguese and in an accessible way. Three separate places, and the band that is shown wrongly does not do the job of a band at all.
