A leading messenger-integrated crypto wallet was preparing to launch in the UAE and needed clarity on how to operate legally in Dubai. The regulatory environment for virtual asset service providers is layered, with parallel oversight from VARA and the Central Bank, and each license category carries its own compliance milestones and documentation thresholds. The client needed a structured legal roadmap, a realistic view of timelines, and a candid assessment of regulatory risk — before committing capital and engineering effort to a market where missteps can trigger licensing review and delay public launch.

We built a full market-entry package covering regulatory analysis, licensing strategy, and the documentation needed to start the application process:

1. Regulatory analysis — reviewed Central Bank and VARA requirements for the client's product model and mapped each rule set to the wallet's actual functionality.
