An international technology company was entering the MENA market through two legal entities registered in different UAE Free Zones. Each Free Zone applied its own labor regulations, employment procedures, and visa frameworks, while UAE-wide rules on Emiratization and mandatory insurance added a second layer of compliance. The client needed clarity on which rules applied to each entity, how to structure employment contracts, and how to budget for work visa issuance, renewals, and health and unemployment insurance.
