An international technology company was entering the MENA market through two legal entities registered in different UAE Free Zones. Each Free Zone applied its own labor regulations, employment procedures, and visa frameworks, while UAE-wide rules on Emiratization and mandatory insurance added a second layer of compliance. The client needed clarity on which rules applied to each entity, how to structure employment contracts, and how to budget for work visa issuance, renewals, and health and unemployment insurance. The team had to align HR and financial policies with local law before onboarding staff in a market where missteps carry regulatory and reputational risk.

Solution

We provided end-to-end labor and migration guidance covering both entities and every stage of HR setup:

  1. Jurisdictional mapping — clarified which labor rules applied to each entity based on its Free Zone and Emirate of incorporation, and identified the relevant employment procedures for each.
  2. Employment documentation — structured labor contracts in line with the applicable Free Zone regulations and UAE labor law, optimizing onboarding while preserving full compliance.
  3. Emiratization and visas — assessed whether Emiratization requirements applied to the client's entities, mapped alternative compliance mechanisms, and walked the client through work visa issuance and renewal: costs, timelines, and restrictions on hiring foreign employees.
  4. Mandatory insurance — defined health and unemployment insurance obligations by region and employee category, aligning HR and finance policies with UAE labor regulations.
