Work and freelance visas in Cyprus

Two offices decide a Cyprus work permit between them. Whether your employer counts as a company of foreign interests is settled by the Business Support Center at the Ministry of Energy, Commerce and Industry. Whether you may be employed is settled by the Migration Department. The gap between the two clocks is three months.

The employer's side of the file

Registration runs off ownership: third-country shareholders over half the nominal capital, or a minority foreign holding worth at least €200,000. Shipping, high technology, pharmaceutical and biotechnology companies qualify in their own right. The €200,000 investment criterion applies in every case — a shareholders' deposit at a credit institution under Central Bank licence, or offices and equipment bought for business use, made within the six months before the application and still there when it is filed. Premises must be separate from anybody's home, on a lease of at least twelve months.

Highly paid employment

The published criteria are three: gross monthly pay from €2,500; a degree in the field, or two years and more of experience doing the same job elsewhere; a contract running two years or longer, which holds even where the permit applied for runs one. Anyone who already holds a key personnel permit at €2,000 and above may go on renewing it with that same employer at the old figure until 31 December 2026.

What the 2022 strategy removed was the quota: a registered company hires any number of highly paid third-country nationals with no labour market check. In exchange it commits to 30 per cent Cypriot or EU staff over five years, checked on new hires after 2 January 2027.

The general procedure and its clock

Outside the register, and for supportive-level staff inside it, the file carries a labour market test and a contract that the Department of Labour has stamped. Fees are €120 for the entry permit issued with the first one, €130 for issue or renewal, and €70 for a first entry in the aliens register. One thing changed under everyone this year: the Stamp Duty Laws were repealed with effect from 1 January 2026, so a contract signed on or after that date carries no stamp duty.

The freelance answer is a different scheme

Cyprus answers freelancing with the Digital Nomad Visa, and answers narrowly. It is for a person working remotely for an employer registered abroad, or self-employed serving clients abroad, on a stable net monthly income of at least €3,500 after contributions and taxes. The ceiling stands at 500 permits. The first runs a year and a renewal up to two more. Family members get the same period and may neither work nor trade here. Issue or renewal costs €70, examination takes five to seven weeks, and the application is filed in Nicosia within three months of arrival.
