When a Saudi talent route fits

You want a status without an employer
This permit is issued to a person and not through a company. Nothing in it depends on a job offer, a sponsor inside the country or anybody's willingness to keep you.
You are founding rather than joining
One product is written for founders, and it is the one carrying arithmetic: jobs created in the first year and the second, counted, with a defined result if they appear.

What a Saudi talent permit requires

Saudi Arabia answers the talent question with a residence permit rather than a visa, granted by a body built for nothing else. There is no employer in the arrangement: the permit is issued to the person, decided by the chief executive of the centre that runs it, and it comes in products, each aimed at a different applicant.

What the law asks of every applicant
Five requirements apply whichever product is chosen. A valid passport. Proof of financial solvency. Proof of a clear criminal record. A medical report showing freedom from communicable diseases, dated no more than six months before the application. And legal residence in the Kingdom, where the application is filed from inside. The board may add special conditions, so the five are a floor rather than a ceiling.
The thirty days that decide the outcome
Approval is not the end of the process. Within thirty days of being notified of it, an applicant has to do two things: pay the fees approved by the Council of Economic and Development Affairs, and provide a medical insurance policy under the Cooperative Health Insurance Law. An application where those two are not done inside the period is deemed cancelled, and the work starts again from the beginning.
What the permit carries beyond residence
The rights attached are set out in the law itself rather than in guidance, which makes them unusually easy to plan around. Ownership of real estate for residential, commercial and industrial purposes, in areas other than Mecca, Medina and border areas. Usufruct of property inside Mecca and Medina for a period not exceeding 99 years, transferable under controls set by the board. Ownership of private transport and other movables. Engagement in commercial activities in accordance with the Foreign Investment Law. And use of the lanes designated for Saudi nationals at the Kingdom's exit and entry points.
Two of the products carry extra terms
The entrepreneur product is the one with numbers attached. It allows the holder to nominate two staff members for the Special Talent residency with exemption from its criteria, exempts the business from the Nitaqat programme for its first three operational years, and turns into conditional permanent residency where the venture creates ten jobs in its first year and ten more in its second. The investor product reaches conditional permanent residency directly. Cancellation grounds are equally specific: a conviction carrying imprisonment of no less than sixty days or a fine of no less than a hundred thousand riyals will end the permit, as will false information in the application.

No. The permit is granted to a non-Saudi in their own name, and the decision is taken by the chief executive of the centre that administers it. There is no sponsor inside the Kingdom, no employer named on the document and no dependence on a job offer. The holder may work in private sector establishments and change jobs within that sector, excluding posts reserved for Saudi nationals.

The board may also add special conditions where it considers them necessary.
Two obligations fall due. The approved fees have to be paid, and a medical insurance policy compliant with the Cooperative Health Insurance Law has to be provided. Both inside thirty days of the notification of approval. If either is missing at the end of that period, the application is deemed cancelled — not suspended, not extended — and the process restarts from the beginning.
Yes, with geography attached. Ownership for residential, commercial and industrial purposes is allowed in areas other than Mecca, Medina and border areas. Inside Mecca and Medina the permit gives usufruct instead, for a period not exceeding ninety-nine years, and the ministries of justice and investment set the procedure for obtaining a usufruct deed from a notary public. That right is transferable under controls set by the board.
The law lists the grounds. A conviction for a crime punishable by imprisonment of not less than sixty days or a fine of not less than a hundred thousand riyals. A decision or judgment ordering deportation. False information in the application. Non-compliance with the holder's obligations. Relinquishment by the holder. Death or loss of competence. The board may also terminate a permit where the public interest requires it.
