When you need a Kazakhstan crypto license

You want clients inside the country
Issuing or circulating unbacked digital assets here is allowed only through a licensed operator, the Astana centre or the bank's testing regime.
A bank will not open your account
Local banks and the postal operator may open accounts to a digital asset service provider only against the relevant licence or permission.
You trade coins outside the official list
A national exchange operator may buy and sell only the 73 assets the central bank names, and nothing else.
Your capital is not in tenge
Share capital for the national licence has to be formed in money in the national currency, and formed before you approach the regulator.
You also run another business line
Exchange operations with unbacked digital assets are the operator's exclusive activity, and it may not hold stakes in the share capital of other companies.

The surcharge of USD 2,800 is added to the base fee for the activity — it is not the whole price. Supervision adds the same amount each year. Dealing as principal drops to USD 50,000 in capital where the firm only matches client orders and the regulator accepts the lower figure.
Limits that reach your customers
- A national operator tests every client with at least ten questions and a pass mark no lower than eighty per cent; a retake is possible after thirty days.
- A client who does not pass is capped at seven million tenge a day on purchases and the same on sales; a client who passes has no cap.
- Through the Astana centre, brokerage for a retail investor resident in Kazakhstan is capped at the equivalent of a thousand dollars a month.
- Digital asset portfolio management for such residents is open only to professional investors holding at least a hundred and fifty thousand dollars in financial assets.
- On a transfer with missing sender or recipient details the operation is suspended for at least forty-eight hours, then refused if nothing arrives.
Who may hold either licence
- The national operator is a joint stock company or a limited liability partnership, and its share capital is formed before the application.
- Its executive officer is a resident of Kazakhstan with higher education, and a person who ran a failed financial institution is barred.
- Founders and beneficial owners may be residents or not, but not people without a sound business reputation or registered in a country weak on financial crime standards.
- A trading facility operator in the centre appoints a senior executive officer, a finance officer, a compliance officer, a money laundering reporting officer and a chief information technology officer.
- Privacy tokens are prohibited in the centre outright, and utility and non-fungible tokens are closed to all but custodians.

Company form and paid-in capital
On the national route the entity is a joint stock company or a partnership, and the fifty million tenge is paid in before the application is lodged.
Internal rules for the activity
The management body approves rules covering services, operations, risk management, internal control and the client knowledge test with its pass mark.
Procedure agreed with a bank
The application includes a document setting out how the operator will work with a bank or the postal operator and with whoever gives access to the assets.
Filing and twenty working days
The central bank considers the application within twenty working days of a full package, and its decision to grant is published in two languages.
Astana route in parallel
There the regulator acknowledges receipt in two working days, sends an initial review letter within four weeks and gives you two months to answer it.
Licence, registration and launch
An in-principle letter lets you finish registration with the centre's registrar, capitalise the company and take the licence, which then runs without an expiry date.

Two authorities, and since 1 May 2026 they sit side by side. The National Bank licenses an exchange operator for unbacked digital assets under the national law. The financial services authority of the Astana centre licenses digital asset trading facilities, custodians, dealers and advisers under the centre's own rules. A third path runs inside the National Bank's special regime, for models neither licence fits.
Fifty million tenge, and the rules are specific about the shape of it. The capital is formed exclusively in money in the national currency, and it is formed before the applicant approaches the central bank rather than afterwards. The company itself is a joint stock company or a limited liability partnership. Exchange operations with unbacked digital assets are its exclusive business, and it may not hold stakes in other companies at all.
Twenty working days from the day the applicant files the full package of documents named in the rules. The licence itself is issued without an expiry date, and the decision to grant it is published on the regulator's website in Kazakh and Russian. Inside the Astana centre the published commitments run differently: receipt confirmed in two working days, an initial review letter within four weeks, and an average of two to three months from a materially complete application.
Only the ones on the list. The central bank's rules name seventy-three unbacked digital assets an operator may buy and sell for clients, from the largest coins down to a long tail of tokens and dollar-pegged instruments. Anything outside the list is off limits, and clients have to be warned that an asset can be dropped from it. The list is a regulation, so it moves by amendment.
Within limits written into the currency rules agreed with the central bank. A licensed firm in the centre may run an exchange platform, dealer and brokerage services and custody for residents who are not participants of the centre, in any currency. But brokerage for a retail investor is capped at the equivalent of a thousand dollars a month, and portfolio management reaches only professionals holding a hundred and fifty thousand dollars in financial assets.
