Not any more. The right to use the benefits granted under the previous law ended on 31 December 2024 at the latest, even where a certificate had been issued for five years. A new framework took effect on 1 January 2025 and runs to the end of 2031; its headline measure is a 1% turnover tax for high-tech companies, not a zero profit-tax rate.
The form of the support changed, not the fact of it. From 1 January 2026 the personal income tax subsidy no longer passes through the employer and is paid to the employee directly. Support for labour migrants is calculated as 60% of the income tax on their remuneration and runs to the end of 2031. Separately, a company hiring new staff receives a 60% income tax refund, and 50% for three months when retraining existing staff.
